Re Toshio being a sufficiently competent police officer: at least as of S 1 E 18 of the anime, his success rate on the Cat's Eye squad (the whole squad's, true) is 0%, so yes and no- he at least would in the real world have been moved off the squad long before now, I'm guessing.
