I'm not sure about the Fugitive Doctor being an example. It seems to me that an Ambigious Situation is supposed to remain ambigious, or at least we could reasonably expect it to do so, and if it does get resolved we think "Oh, they went back to that" with a bit of surprise. But "Fugitive of the Judoon" is clearly set up as "This is a mystery. The Doctor intends to solve the mystery", and then she does.
