It\\\'s a borderline RunningGag throughout the stories. The ones where SEELE has preparedness are \\\"Magic Touch\\\" (with Klarion), apparently \\\"Lone Heir\\\" (at least, that\\\'s what I get from their cryptic talking), and also apparently \\\"Treacherous Web\\\" (which has Gendo [[DroppedABridgeOnHim getting killed]] [[OffTheRails by Ritsuko]] early on, but he\\\'s replaced by SEELE puppet Wilson Fisk (The Kingpin, a GenreSavvy MagnificentBastard a hell of a lot more cruel that Gendo could have been short of becoming as crazy as Norman Osborn) in a good example of NiceJobBreakingItHero). The only story where a superwoman starts off working for NERV is \\\"Emerald Fury\\\" (and because \\\'\\\'that\\\'\\\' Superwoman is TheIncredibleHulk, you \\\'\\\'know\\\'\\\' that it\\\'s going to end up badly for Gendo anyway because he just cannot really estimate how strong \\\"the strongest one there is\\\" really can become).

All other stories, like I said, have \\\'\\\'at least\\\'\\\' Gendo rushing to find a way to adapt to the additional problem to his \\\"scenario\\\" which are the Superwomen. Some others have SEELE just thinking that tossing the whole of the JSSDF and the Mass Production Evas will be enough to take everybody out... and while it is a pretty savage fight, it\\\'s unfortunately \\\'\\\'not\\\'\\\' the curb-stomp that they thought would be.
