On justification, Makoto is considered one of the few characters to be \\\'immune\\\' to Terumi\\\'s trolling plus a gigantic fan favorite thanks to her uber strong bond with Noel and Tsubaki. Rachel is considered to be one of Terumi\\\'s main ArchEnemy and is practically one of the most important figures in the BB universe. I don\\\'t see why not on them.
