No, I don\'t think she would be. If TragicVillain was a YMMV trope where the audience sympathises with her back-story, I wouldn\'t say anything, but it\'s an objective trope. While she might classify as a TragicVillain eventually, at the moment she doesn\'t: The trope requires the villain to know what they\'re doing is evil, but they feel they have to do it anyway. We don\'t actually know right now if Salem regards what she does as evil.
