Could it be from The Brave Little Toaster?
I don't know but it seems way too dark for a Disney cartoon so I doubt that's it.
I found quite a few listings for Tex Avery cartoons with anthropomorphic cars. Couldn't locate this image, but maybe that narrows it down?
It looks like some sort of commercial. Judging from the drawing style, it's probably from the mid-to-late seventies or early-to-mid eighties.
There were a number of animated ads for Chevron from the late 70s. Here's one
, here's another and here's a third. It's not any of those but it could be in the series, or a parody thereof.

Where is this image from? Probably a Disney cartoon. The only things I remember are the scene on this picture (gas dispencer shooting himself) and some burning oil wells.
