I was going to guess "Fairly Odd Parents", but the kid in that show was a male, and he had two fairies.

I watched a cartoon when I was a kid that had...a fairy that granted wishes? But she needed a helper or something and so she (made a wish? asked a...mountain genie? it's vague in my memory) for one that had all these traits "sugar, spice, sweetness, whatever" and ended up getting one helper that represented each. Hi-jinks ensued as they went to earth to grant wishes.
I think it was a stand-alone movie thing, but I might be wrong. I rented a bunch of random stuff from the family area when I was a kid.
Any ideas?
