Edited by MichaelKatsuroSlyde was my first thought, but the Answer also wore a frictionless costume which prevented him being grabbed or Spidey's web sticking to him.
There's also an Electro story where he realises Spider-Man's wall-crawling has an element of static electricity and simply turns it off, causing him to fall. I think it's written by Peter David.
There was this Marvel character I read about a while back in what I think was an issue of The Amazing Spider-Man. He or she had the power to remove friction. I believe it was a bad guy, who Spider-Man had some trouble with.
I don't think this was the character Charlotte Beck, AKA Friction, because as far as I know she never appears in any Spider-Man comics.
