Yeah, we see Failsafe try to appeal to Leslie peacefully to try to get info on Batman, so Failsafe's anti league measures seem to be in place in the event that the league goes rogue along with Batman.

I remember a story way back when Lex Luthor got the closest to killing Swamp Thing by trapping him in a single body and destroying it, which ended up with him regenerating on a planet millions of miles away from Earth.

Speaking of Harley Quinn though, on the television show Poison Ivy admits that she's not in Swamp Thing's league, which is why they set out to summon him in the first place. Makes sense too when you consider Swamp Thing is supposed to be the avatar of a color wielding the power of 1/4th of Earth's biosphere, while Poison Ivy is a wall crawling Batman villain who randomly got plant powers because of something something Floronic Man.
He's unnecessarily powerful and has shit like kryptonite daggers.
Why would he have a contingency for another superhero if his main purpose is fighting Batman?
