Another possible reason is that Megan was dead a long time, so the resurrection process simply didn't work right, she looks sickly and rotten, and, it's noted it usually takes about a year for someone to "pop", but she mutates, at best, a few days after being brought back, whereas Timmy looks normal, and only has a potential "pop" a year later.

Another Creepy Mutant is a straight-up Eldritch Abomination made up of several tiny, fleshy slug-like creatures that can split up and attack you... and the collective can fly. Oh, and there is an entire cave full of mutated babies, which also leap out to attack you.
