  • Follow the Leader: The first game was designed to capitalize on suckers that couldn't wait for Grand Theft Auto IV and Mercenaries 2. With the death of Pandemic and development of the next GTA title years in coming, there was less pressure for the dev team to make a "[game]-killer" within a certain time frame, and it shows in the sequel.
  • Game-Breaker: The Delta 5H4 Boxhead in the first game. Ultra common? Check (if you hear a helicopter flying, it's probably this one). Great maneuverability? Check. Like all vehicles, has auto-aim? Check. Can fire missiles extremely quickly? Check.
  • Porting Disaster:
    • The PC version is seriously glitchy and crash-prone, and it's based on the original Xbox version rather than the Xbox 360 version—so it lacks the latter's superior lighting system.
    • While it's playable, the PlayStation 2 port has downgraded visuals with muddy textures due to hardware limitations (while looking worse than the PC version on lowest graphical settings), the framerate tends to dip below 25 FPS during combat, especially when there's a lot of stuff show up on the screen and the music heard during high-altitude skydiving is absent (though it plays in the very end of the last Agency mission).
