Lumar is an Autonomy world
We can see from Taldain, where she has things all her own way, that she's got a thing for overcomplicated and beautiful orbitals systems as well as, of course, lots of independence and uniqueness. Lumar is orbited by impossibly low hanging moons that make no orbital sense, inhabited by Aether strains that have gone feral and independent of the Prime Aethers. The land, meanwhile, is a bunch of wildly scattered islands that make central control difficult and lead to wildly divergent cultures and customs. Even the seas of Aether, kept in their state by Fluidization, are pretty spectacular and something you'd never see elsewhere. Autonomy has one of her Splinters in charge of this planet.
