The protoform that scans the garbage truck in the Washington DC scene is Onslaught

You can see that the head and body shape are very similar to Onslaught’s (but then again Onslaught is a Long Haul clone). And we never see that particular decepticon in the Chicago Battle, so it’s possible that he survived, went into hiding, and was later thrown into the Decepticon prison.
