After Blofeld's disappearance (and presumed death) in Diamonds Are Forever, high-ranking SPECTRE member Stromberg was able to take control of part of the organization's archives, funds and human resources. He also decided to borrow a page from his old master's book, hence why his Evil Plan is so similar to Blofeld's in You Only Live Twice.
