Jake didn't really retain his sanity when his powers manifested.
He just THINKS that he did, and we're viewing the comic from his perspective. He's been on a rampage this whole time and doesn't know it.The Extrahuman Task Force will eventually discover Jake's condition.
Namely, they will learn he somehow managed to retain his sanity despite manifesting superpowers. From there, they may decide to recruit him for the purpose of apprehending other dangerous extrahumans.
