Tuvok and Vorik were the only Vulcans on Voyager who had used their telepathy in the last few years.
The most gripped-about plot-hole in this episode is Vorik and Tuvok being portrayed as Voyager's only Vulcans, when other episodes state and even show that here are other Vulcans onboard. But there's still something that could set Tuvok and Vorik apart from the others; they've used their telepathy in the last few years.
  • Unlike Ocampa or Betazoids, Vulcans are not implied to use telepathy casually and regularly; for the most part, their telepathy seems limited to "touch-telepathy" like mind-melds; close familial bonds; and special instances (like Spock sensing hundreds of Vulcan deaths at once, or Tuvok communicating with Species 8472). It's possible that Voyager's other Vulcans wouldn't have had their potential telepathy detected by the Devore, because they hadn't actively used it recently. The Doctor could easily make them temporarily appear to be Human.
  • Tuvok and Vorik, on the other hand, have definitely used their telepathy in the last couple of years. Vorik had a brief mind-meld with Torres on top of his Pon Farr around two years prior, which might leave detectable traces in his brain. And Tuvok, of course, does a mind-meld with someone about once a season—not to mention his conversation with Species 8472 the previous year.

Jurot was one of the casualties in "Equinox."
In Season 6's "Dragon's Teeth," Janeway laments not having a Betazoid to help her detect liars. "Equinox" occurs exactly between these two seasons. It's even possible that Jurot died trying to telepathically reach out to the aliens.
