Secilia in RayStorm is actually Con-Human from an Alternate Continuity

Secilia, according to official descriptions from Taito, plays host to around five billion AIs that coordinate everything not under direct human control through the Juda Central System. That's quite a few AIs. In fact, that sounds like somewhat recent levels of human population. Meanwhile, Secilia wasn't even seen until gravitational disturbances were detected around its planet, Seraphim...disturbances that never repeated. The implication seems to be that Secilia teleported to Seraphim's orbit. On top of that, the R-GRAYs were developed from wreckage found on Secilia's surface. Putting this together, it appears that Secilia is in fact an Earth/Con-Human alternate to both RayStorm's Earth and the doomed one from the main RayForce/RayCrisis timeline. One where Con-Human thwarted Operation Meteor (with the ruined X-LAY remaining on its surface to be examined later by the Barca Section) and proceeded to extinguish every human that could possibly threaten it and its digitized populace. Then, in its constant paranoia, it's begun gating to other Earths to seek and eradicate those humans before they can possibly pose a threat...with Secilia's colonists its entranced slaves. On a side note, it explains the similarities between Dynamo and Spartacus—they're actually the same system.

Ray'z Arcade Chronlogy will eventually get a post-launch update

The last Taito x M2 collaboration title, G-Darius HD, got a post-launch update that added the Ver.2 build of the game, training mode, and the PS1 port. Therefore it doesn't seem farfetched for this compilation to get similar treatment, with the training modes and the PS1 ports of RayStorm and RayCrisis.

RayStorm PS1 features an Extra Mode with remixed levels and 13-Ship mode, and RayCrisis allows the player to choose any three stages (rather than only the option between a new randomly-picked set or the previous set they played) and has Special Mode which has its own unique mechanics that takes the player through all seven stages in the game. These would definitely boost the replay value of the collection.
