The show was originally meant for Disney XD.
The premise, the pacing, the humor, the casting, the title sequence- it all adds up to a very Disney XD-esque show. The main reason why it's on Disney Channel instead- there are more females in the main cast than males. Delia's dad came out of the closet, divorced his wife and remarried.
It would explain why she suddenly has two fathers.- His lover also must've been living with them at the time, because in Season One her mother pushed her into child and teen beauty pageants she didn't want to be in, and in Season Two, she briefly mentions "my two dads raised me right." Either that, or it was another basic inconsistency in the writing between the two seasons.
