The King of Shadows/Shadow King is the Superpowered Evil Side of a possible figure that has some previous ties with the Emperor.

The press release of Ice on The Dune described the King of Shadows as a "bitter foe of the Empire, and all it had achieved". It could be possible that they were once a demi-god of darkness/night/the moon whose resentment transformed and corrupted them.
