Lian Harper is alive...
And living as Shoes in Gotham. The solicitation for "DC Festival of Heroes: The Asian Superhero Celebration" teases a story about Shoes' relationship to Cheshire and it could be about her parentage. As for the age discrepancy, it is possible that she was temporally displaced and aged up, not unlike the West twins and Jon Kent. It may just be wishful thinking, but if all of DC's past including "Convergence" is considered canon then why not?

Roy will use his Black Lantern powers to recover Lian's memory
At some point during the Infinite Frontier miniseries, Roy will attempt to raise Lian from her grave and will believe that he failed to do so. However, if Lian's amnesia was induced by physical trauma from the attack on Star City, Roy's command for Lian to rise could cause the damaged brain cells to reactivate, allowing "Shoes" to access those memories from before the trauma. Of course, this would be dependent on whether the command's target has to be in range to take effect. If it can take effect, there's then the matter of the "Shoes" persona to reconcile with these new memories, some of them being painful for obvious reasons.
