the OVA was originally going to have more episodes and involve more characters from Go Nagai’s other series

This theory mostly comes from the fact that both the opening and ending sequences included characters that were entirely absent from the actual storyline. Cutey Honey and a couple of characters from Shutendoji appeared in the opening and the cast of Dororon Enma-kun and Harenchi Gakuen showed up in the credits. Presumably besides the three episodes that were made there would have been two other episodes introducing Cutey Honey and Jiro to the main cast as well as their antagonists such as Panther Claw. They were likely removed from the story because it was too difficult to juggle such a large cast. In addition characters from some of Nagai’s more comical series would have cameoed briefly.
