It wasn't just Scholes...
They pretty explicitly say that the tech requires it to be controlled from relatively nearby. So they don't need to be just down the street but probably, actually just being near the hub at Granular could work. It's unlikely that Rasmus is so wrong about his invention that someone could completely infiltrate his system from, where was it, Spain? And the not-girlfriend of Scholes? I just thought it was her actress that was bad, but it's Black Mirror, what if the performance was Bad "Bad Acting" because she was totally helping Scholes. She looks vulnerable enough for him to convince her of the plan, and she has personal reason for the vendetta, too. Might be why the Blue-tracking-down-Scholes at the end is left so open despite her apprehension of him being pretty obvious — if it showed him getting killed/arrested/whatever it would give the episode a final ending when if there is another conspirator out there it can't have one.
