Captain Jacob Keyes tells his daughter, Commander Miranda Keyes, that the UNSC will issue an Article 72 order for Kwan Ha. He sees it as necessary, but Miranda critcizes him for supporting the order, seeing that he's like Dr. Catherine Halsey.
