"Lesser Evil". Close to their endgame with Carla, Michael asks if Victor ever found out who burned him. Victor muses that it doesn't matter: the organization itself, composed of US intelligence agents "burned" (fired and blacklisted) by their agencies for various screw-ups (real or fictitious), is the real culprit. "Somebody runs an operation off the books. It's supposed to be a one-time thing, but when it's over, there's power to be had--takes on a life of its own."
