• The episode's writers originally planned to make Bariel be the next Kai. This had been the plan for some time but at the last minute the writers decided they no longer wanted Bariel as Kai since he was friendly towards the Federation and would cause no trouble for the DS9 crew or Federation. They felt that having Winn be elected Kai would make for far more interesting storytelling, which proved to be the case as the series progressed.
