• Development Hell: The story was actually purchased by Gene Roddenberry early in the run of Star Trek: The Next Generation, but sat on the shelf due to then-showrunner Maurice Hurley not liking it. When Michael Piller took over as showrunner he tried to have the story produced, but the staff kept having trouble figuring out how to make it work within the show's framework. It was finally brought out of Development Hell by being turned into this story, as tying into the more spiritual Bajoran society finally made the story workable.
