- Acting for Two: Like in Sailor Stars, Kotono Mitsuishi voices both Usagi Tsukino/Sailor Moon as well as Chibi-Chibi.
- Awesome, Dear Boy: As opposed to most Celebrity Voice Actors, Keiko Kitagawa wanted to be part of the Sailor Moon franchise again and went in to audition for this movie.
- B-Team Sequel: Usagi's final cinematic entry is also her first without Chiaki Kon as director, with newcomer Tomoya Takahashi taking over directing duties.
- Cast the Runner-Up: Marina Inoue, Saori Hayami and Ayane Sakura auditioned for different roles in Crystal, but Inoue and Hayami weren't selected and Sakura voiced Mii. The three were eventually cast as the Sailor Starlights for Cosmos.
- Celebrity Voice Actor: Sailor Cosmos is voiced by actress Keiko Kitagawa, who previously appeared as Rei Hino/Sailor Mars in Pretty Guardian Sailor Moon.

- Recast as a Regular:
- Ayane Sakura voiced One-Shot Character Mii on Sailor Moon Crystal before playing Yaten Kou/Sailor Star Healer.
- Megumi Hayashibara, who had previously voiced Himeko Nayotake in Sailor Moon S: The Movie, appears as Sailor Galaxia, the leader of Shadow Galactica.
- Yuka Komatsu previously voiced Mii's mother and a female announcer in Crystal, before voicing Sailor Chi in Cosmos.
- Wakana Yamazaki voiced Koan and some one-off roles in the first Sailor Moon anime before voicing Ikuko Tsukino in Cosmos.
- Role Reprise:
- Kotono Mitsuishi (Usagi/Sailor Moon) also returns to voice Chibi-Chibi, a role she last played back in 1997, for this final Sailor Moon installment.
- Hiroshi Iwasaki and Tsubasa Yonaga reprise their respective roles as Wiseman and Saphir, eight years after last appearing in Crystal.
- Daisuke Sakaguchi also returns as Itto Asanuma after being absent from Sailor Moon Eternal.
- Self-Adaptation: As with Eternal, Naoko Takeuchi served as the film's chief supervisor.
