• Executive Meddling: According to Gerry Conway (Power Girl's creator), then-DC Comics President and Publisher Jenette Kahn had Power Girl's boob window closed, as she felt that it was sexist.
• Writer Revolt: It would seem that Power Girl's writers weren't on board with the decision to get rid of the boob window. Instead, what would happen is that Power Girl would suffer Clothing Damage in the exact spot where the window used to be, and end up having it anyway. Might explain why they decided to bring it back permanently.
