  • What Could Have Been: The manual and unused voice clips imply that a rather different gameplay style might have been originally planned, such as:
    • The manual lists three possible tiers of suspensions for SWAT officers, including very specific circumstances such as accidentally killing non-hostile bystanders while aiming at a hostile target. In the actual game, it's a suspension for killing a suspect, and termination for killing anyone else — period.
    • Some SWAT debriefing voice clips lament the death of an innocent, but note that there was nothing you could have done to prevent it. In the actual game, any innocent being harmed by a suspect is always treated as your fault, and will penalize your rating accordingly.
    • Several paragraphs in the manual are committed to discussing fuzzy logic AI for the SWAT officers, and a huge data chart in the game folder lists off hidden stats that determine their AI behavior. It's a lot of ink spent when the only effect is determining whether an officer under fire will automatically shoot back or run for cover. For terrorists, they also determine how likely they are to surrender.
    • During the Terrorist campaign, there is little point to using escape vehicles because you can always escape on foot via the map's edge. Escaping on foot is supposed to make that Terrorist unavailable for a while as they have to walk back home, but this condition is unused. Likewise, the "isolated" condition is inflicted by Basho as a disciplinary measure in only one mission.
