Project Twilight is a supplement for Werewolf: The Apocalypse set in the Old World of Darkness. It is a book detailing the various conspiracies that are in operation throughout the US government as well as other countries.

Project: Twilight is not the name for any official government agency or even unofficial agency but a nickname for the groups that have become enlightened to the existence of the supernatural. These include the National Security Agency, Special Affairs Division of the FBI, and Central Intelligence Agency. All of them are compromised by supernatural forces but have members slowly coming to realize just who is pulling their strings.

These agencies are all possessed of immense power and resources that could theoretically be turned against the supernatural in a way even the most powerful of them could not resist. The book would notably become a lot more relevant with Vampire: The Masquerade with the creation of the Second Inquisition.


This role-playing game provides examples of:

  • Accidentally Accurate: Bob Schnoblin blames supernatural powers for his wife leaving him but his job as a CIA Analyst results in him gaining access to large amounts of actual supernatural information that he filters through his Right Wing Protestant Christian beliefs (he lists the Vatican alongside the Ventrue).
  • Agent Mulder: One of the character archetypes in the back of the book is a paranoid conspiracy-obsessed FBI agent.
  • Awakening the Sleeping Giant: The book says the US government (and governments in particular) are this with supernaturals playing with fire. This comes true by Vampire: The Masquerade 5th Edition when the Second Inquisition occurs.
  • Benevolent Conspiracy: For the most part, the various groups are less malevolent than the monsters they fight.
  • Captain Ersatz: Hard-Core is one for Shaggy from Scooby Doo. No, seriously. He even has a Great Dane named Spewey Doo.
  • Conspiracy Theorist: Even in a world where conspiracies are real, Bob Schnoblin is an example of this as his Pyramid of Satanic Power proves. The Hunters Hunted II notes that this actually is more information than the vast majority of hunters ever discover, though.
  • Cowboy Cop: By definition, every member of the Project: Twilight agencies is this since their investigations are all fundamentally illegal.
  • Corporate Conspiracy:
    • Pentex has sent Martin Fiske to infiltrate the SAD and maneuver it against the werewolves. Pentex also heavily influences the US government through its lobbyists and corrupt politicians.
    • The Star Chamber is a club for billionaires that include no small number of ghouls among their ranks. They secretly fund the Minutemen for their own purposes.
  • Creature-Hunter Organization: The Special Affairs Division of the FBI exists as one of these even if they've had dubious success over the decades.
  • The Dog Bites Back: After this book, Felicity Price escapes her mind control and helps found the Second Inquisition.
  • Entertainingly Wrong: Bob Schnoblin's Pyramid of Satanic Power is meant to be this in-universe. However, The Hunters Hunted II points out that just because Bob knows that the Technocracy, Camarilla, and Pentex exist alongside one another makes him one of most well-informed mortals in the world (and indeed smarter than most supernaturals). Even if he does believe they all answer to Satan.
  • Expy: The town of St. Claire is one for Twin Peaks being a rural community full of secrets, occult conspiracy, and the player characters being FBI agents come to investigate an ostensibly mundane crime hiding ties to both.
  • Extra-Strength Masquerade: The SAD has been gathering evidence on the supernatural since Prohibition but hasn't ever gotten enough to bust open the Masquerade. This is in part because of their huge problems with infiltration and subversion.
  • Gambit Pile Up: The various factions of the World of Darkness actually cancel each other out when trying to influence the government as often as not, leaving surprisingly large amounts of room for regular humans to maneuver.
  • Government Agency of Fiction: The FBI Special Affairs does not exist in real life but exists as a autonomous agency with broadly the same powers.
  • Government Conspiracy: Technically all of the Project: Twilight groups are this as they have to hide their activities from the rest of the government as well as the monsters controlling it.
  • Hero Antagonist: Mjolnir's Thunder is a Get of Fenris pack here to destroy the Wyrm infestation of St. Claire. It is very easy for them to get in conflict with the player characters in "The St. Claire Contract."
  • Horny Devils: Sharon Miller is being turned into a Entice (a type of succubus) by Pentex in "The St. Claire Contract" adventure.
  • Hunter of Monsters: This being one of "Year of the Reckoning" books, it is about playing government agents who frequently hunt as well as destroy monsters.
  • Innocuously Important Episode: Despite being a minor supplement for Werewolf, the SAD and NSA will become massive players in the Second Inquisition.
  • The Mole: There's numerous examples of these in every major government organization. The CIA is oddly one of the organizations that hasn't been infiltrated to any major degree.
  • Mole in Charge:
    • Andrew Crowe was the second man in charge of the SAD and Garou Kinfolk (Silver Fangs). He would eventually have his daughter become East Coast Director of the SAD. The SAD is also riddled with this as the only person who is not compromised of their leadership is Director Gerald Osbourne. His second in command, Cynthia Forrest, is an agent of the NWO and his chief of security, Martin Fiske, is owned by Pentex.
    • Some of the highest ranking NSA agents are Doctor Emil Zotos (New World Order), Felicity Price (Camarilla), Maurice Edwards (The Star Chamber), and Bruce Higgins (The Sabbat).
  • Not Me This Time:
    • The US President is rarely under any direct supernatural influence.
    • The CIA is oddly one of the least compromised organizations of the US government.
  • Occult Detective: Every member of the SAD field division is one of these, being FBI agents who investigate the supernatural.
  • Politically Incorrect Villain: Martin Fiske and the Minutemen are members of the SAD who are violently reactionary conservatives and even compared to the KKK. Cynthia Forrest shares many of their views but they don't approach her due to her sex.
  • Right-Wing Militia Fanatic: Technically, the Minutemen fill this criteria despite being only seven individuals and members of the FBI.
  • State Sec: A lot of people believed that the Special Affairs Division of the FBI was this for Hoover. It was actually set up by Charles Horner to investigate the supernatural.
  • We ARE Struggling Together: The NSA and SAD are both full of infiltrators as well as compromised individuals working at cross purposes. The CIA just thinks (correctly) Bob Schnoblin is a crank.
  • Would Hurt a Child: The Nappy Napper is a child murdering Ronin Bone Gnawer Garou.
