As the mutant Sabertooth goes on another rampage against law enforcement, watching it from television at home, the foster parents of the young mutant Jubilee decide to register her with the Mutant Control Agency. Overhearing them, Jubilee decides to head to the mall. No sooner after she's left her house, a large, mechanical robot, a Sentinel, arrives to look for her, but is soon forced to follow her trail to the mall.
At the mall, after Jubilee is kicked out of the arcade after her powers fry one of the arcade games by accident, she bumps into two X-Men members: Storm and Rogue. Soon after, the Sentinel arrives to look for Jubilee, causing a panic. When it finds her, its exit is blocked by Storm and Rogue; Storm tries to order it to let Jubilee go, but the Sentinel chooses to ignore her. Changing from her civilian clothes into her battle suit, Storm confronts the Sentinel with Rogue, soon being joined by Gambit, who was shopping in another store when he heard the commotion. Though Jubilee makes it outside, she's gassed by the Sentinel, causing her to pass out in the arms of Cyclops, who makes short work of the Sentinel as he blows its head off with his optic blast.
Jubilee wakes up in the infirmary of the X-Mansion, but soon becomes lost, discovering some of the other X-Men such as Beast and Morph, before her wandering alerts Professor Charles Xavier and Jean Grey; she ends up hiding in the Danger Room during a skirmish between Gambit and Wolverine. Thinking that Wolverine was about to strike Gambit down, Jubilee interferes before the rest of the X-Men arrive and the Danger Room is shut down. Following some confusion, Storm takes Jubilee to the X-Mansion roof to explain everything to her.
Storm explains to Jubilee about Xavier's School for the Gifted and the X-Men, even explaining why she's called Storm due to her mutant powers over weather. Shortly thereafter, after analyzing the severed head of the Sentinel, the X-Men learn that it came after Jubilee due to her being registered in the Mutant Control Agency. The team decides to go there and destroy the files to ensure no other mutant goes through what Jubilee went through. Meanwhile, Jubilee returns home, only to be captured by another Sentinel who knocks her out with another gas grenade.
The X-Men travel to the Mutant Control Agency and manage to get inside while splitting into two groups, with Wolverine, Storm, Morph, and Beast going inside to destroy the files while Cyclops and the others remain outside to deal with the security forces. However, as Storm's team approach a door, they have no idea that armed guards wait on the other side as Storm begins to open the door...

- Jubilee's foster parents are watching news footage of a rampaging Sabretooth.
- One of the monitors at the X-Mansion shows Magneto.
- Eye Beams: Cyclops' introduction includes a display of his mutant power.
- Knockout Gas: A Sentinel drugs Jubilee with a gas grenade early on. Jubilee gets gassed again when she returns home to her foster parents.
- Not So Above It All: After learning that Jubilee got the better of Wolverine in the Danger Room, Beast joins Morph in laughing hysterically.
- Parting-from-Consciousness Words: Happens each time Jubilee is gassed by a Sentinel.
- Shutting Up Now: Wolverine angrily extending his claws prompts Beast and Morph to stop laughing at him.
- Sleeping Dummy: After learning her foster parents have registered her with the Mutant Control Agency, Jubilee stuffs pillows under her bed covers and sneaks out of the house. When a Sentinel arrives to retrieve her, it grabs the pillow before realizing its mistake.
- Suddenly Shouting: Storm when explaining to Jubilee that the X-Men exist to use their powers for the benefit of mankind.
- Talking to Themself: Jubilee occasionally wonders aloud why she is in the current situation she is in.
- This Is Gonna Suck: Jubilee when she realizes that the giant robot that just stomped into the mall is after her.Jubilee: Target? Capture? HEELLLPPP!
- Waking Up Elsewhere: Jubilee wakes up in the X-Mansion's infirmary after her rescue in the shopping mall.
- Weather Manipulation: Storm's power-set.
