Brian, now a full time street racer after he was fired for letting Dom go, gets called in on a street race by his friend Tej Parker, to fill in at the last minute for a missing racer. He manages to win the race despite a surprise of a raised bridge before the finish line, and takes an interest in Suki, the only other racer to make it to the finish line.

The cops soon arrive and specifically target Brian, which turns out to be on the advice of Bilkins, to help Customs Agent Markham with a case that requires an undercover driving job to take down drug lord Carter Verone. Brian insists he bring in his childhood friend Roman Pearce on the job, which gets off to a rocky start as Roman still blames Brian for letting him get arrested a while back, though he agrees to the job in exchange for their records being cleared.

Brian and Roman are introduced to Monica Fuentes, Markham’s agent already on the inside as Carter’s girlfriend, who gets them into an audition for his new drivers. They’re put through a dangerous test to race to one of his cars at a boatyard, where some of the other drivers are killed trying to copy Brian and Roman’s stunts. Another complication comes when Markham suspects they’re simply running and sends some cops in, to which Roman opens fire on them to get away.

Carter accepts Brian and Roman for the job, driving a package across Florida where he also implies the cops won’t be a problem. After reporting in and clearing up the misunderstanding, they find their cars have trackers installed, and get Tej and Suki to arrange a race to get more. Their opponents get an early lead, but Brian turns to playing chicken and makes the other driver spin out, letting him just barely win and get the new untraceable cars.

Carter tortures a cop on his payroll into giving those fifteen minutes with clear streets, followed by Monica sneaking out to warn them that he plans to kill them once the job is finished. Soon after, Carter reveals he’s also sending his henchmen along as their passengers to prevent any escape. Markham also refuses to let them ditch the mission.

The job goes south right away when Carter’s cop double-crosses him and orders the rest of his team to arrest the group right as they’re picking up the money. But Brian and Roman were already prepared for it and arranged for all the racers in the city to drive dozens of decoy cars to distract the cops on the ground, while the ones in the air are taken in by the two switching cars with Tej and Suki. Then Carter reveals he actually switched their meeting place to test Monica, and has her taken onto his boat with the money. Brian and Roman fight off the henchmen and make a death-defying car jump onto the boat, where Brian and Monica easily subdue Carter.

Markham keeps up his end of the deal and clears Brian and Roman’s records, and they decide to open their own garage, with help from some of Carter’s money that Roman managed to hide while handing the rest over.
