An alien power station is sending out waves of lethal energy, people are turning to stone and the water levels are rising. As Torchwood set out on a desperate mission, God takes tea with someone who has been playing a very long game.

Tropes:
- The Great Flood: A massive flood destroys over half of the population of Cardiff, having been manipulated into existence by the Committee.
- Call-Back: Bide-A-Wee care home from Forgotten Lives makes yet another appearance as the Committee's home, further cementing that episode's importance. Until it's destroyed by the flood.
- And I Must Scream: Norton reached the present not by a holographic projection but by being stuck on a plane in the Cardiff Rift that's been stuck orbitting Cardiff for decades. He's trapped back there again at the end - possibly in an implied Time loop.
- Face–Heel Turn: All around. Yvonne, persuaded by Tyler (while of course, she has Andy on her mind, really) to turn against the Committee, in the hopes of saving some of Cardiff.
- Heel–Face Revolving Door: Norton Folgate bounces all over the place as the episode goes on.
- The Chessmaster: All of this has been engineered by the Committee. They believe they've won to such an extent that they no longer have a need for a human representative - Roy too is killed in the mass flooding.
- The Reveal: God offhandedly reveals the formerly nameless Commitee representative the name of Roy.
- Norton is not a hologram, and betrays Jack and Colchester.
- Bury Your Gays: Discussed, as Colchester believes he is going to die yet again while floating in the wreckage in Cardiff bay, openly bemoaning how cruel this would be to Colin. He lives.
- Taken for Granite: The plot is triggered by Andy discovering a group of literally petrified Tourists in Cardiff bay.
- Cold Ham: Roy, the Committee's avatar goes out with a bang, reciting both Twelfth Night and Hamlet in particularly dramatic moments. And because he's David Warner, and why wouldn't you get David Warner to recite Shakespeare?
- Deus ex Machina: The McGuffin (The Lens) is yet again used to save Cardiff and it won't be the last time either.
