New York City is still getting back on its feet following the Triceraton invasion. When Master Splinter and Michelangelo venture out of the Lair to check the sewers for damage they're attacked by a pair of super villains callings themselves 'Touch and Go'.

This episode provides examples of

  • Accidental Hero: Raphael is cornered by the mob and about to resort to defending himself when Mrs. Morrison opens her door and mistakes him for a friend's son. She invites him inside before anyone gets hurt.
  • Batman Gambit: Michaelangelo fakes his and Splinter's deaths by way of getting hit by a subway in order to get a breather from fighting and to follow Mr. Touch and Mr. Go back to who hired them. As Mikey confronts them head on, he has Splinter fog up the room with a fire extinguisher; while Mikey exploits his ninja training, Touch is unable to find Go and wears down enough to be defeated.
    Mikey: Y'know, Sensei, this whole using your mind thing? It's wild! First I thought, "Throw them in front of the train." But then I thought, "No, let them think they're throwing us in front of the train!" And then—
    Splinter: Yes, yes, my son. It is a brave new world for you.
  • Big Guy, Little Guy: Mr. Go is an average sized man, slightly taller than Mike and Splinter. Mr. Touch is almost as tall and huge as Hun.
  • Blind and the Beast: Occurs between Raphael and an old woman named Mrs. Morrison, in a story adapted from the original comic book.
  • Can't Get Away with Nuthin': Leo's relatively rare Not So Above It All moment racing Raph back to the lair ends with Raph going missing for a period of time (mostly visiting Mrs. Morrison, but he did get chased by an angry mob for awhile too). Leo is visibly anxious by the time Raph finally gets back, not knowing if something had happened to him.
  • Cool Old Lady: Mrs. Morrison.
  • Crouching Moron, Hidden Badass: Splinter tells Mikey that he is the most naturally athletic of his brothers, but laments the fact that he rarely uses his mind in a fight.
  • Description Cut: When Leo reaches the lair before Raph, he concludes that Raph must be in some kind of trouble.
    Leo: He should've been back by now. (sigh) Knowing Raph, he's probably gotten himself into some kind of serious trouble.
    (Cut to Raph slurping a cup of tea at Mrs. Morrison's)
    Mrs. Morrison: Don't slurp, son.
    Raph: (politely) Oh, uh, sorry, ma'am.
  • Dude, Where's My Respect?: Leonardo, Raphael, and Casey help repair April's shop, but Ship Tease ensues, so she's focusing on thanking Casey. Leo takes it in stride; Raph feels rather put out and points out he did more work than Casey.
  • "Eureka!" Moment: Mikey gets an idea how to beat Mr. Touch and Mr. Go after hearing their names and figuring out how their powers work.
  • Innocuously Important Episode:
    • The news report mentions a good deal of damage and Triceraton technology remain throughout the city. Shredder will soon play Villain with Good Publicity over this, seemingly helping pay for the damages but secretly obtaining the available alien technology.
    • While Hun getting defeated is nothing new, his failure in this episode will actually be the beginning of an arc in which the Shredder begins losing faith in his usefulness.
    • When Mikey chastises him for bungling the TV reception, Leatherhead gets noticeably angry before Donatello gets him to relax. The Turtles don't think much of it, but it hints at Leatherhead's severe anger issues that will boil over in the next episode.
  • Jerk with a Heart of Gold: Raphael enjoys Mrs. Morrison's company and gets her some much needed money to pay her mortgage.
  • Kindhearted Cat Lover: Mrs M’s cat, Lucy, takes a liking to Raph
  • Lampshade Hanging: When Splinter calls his mind unruly and undisciplined, Mikey points out he is a teenager, after all.
  • The Man Behind the Man: Hun hired Mr. Touch and Mr. Go to go after the Turtles and Splinter.
  • Mistaken for Aliens: Happens to Raph while above ground.
  • Not Quite Dead: Mr. Touch and Mr. Go are sent flying out a skyscraper window and hit the pavement, but to Splinter's surprise, they managed to get up and flee the scene.
  • Not So Above It All: Leo on the prospect of racing Raph back to the lair.
  • Ship Tease: April is quite appreciative to Casey for the repair work, and he says he'd do anything for her. Leo takes this as a cue to leave.
  • Shout-Out:
  • So Proud of You: Splinter when Mikey starts using his brain for something other than his mouth.
  • Victory by Endurance: In the last fight, Michaelangelo forces Mr. Touch to exert himself and burn through his remaining power more quickly. Once Touch is worn down, Mikey sends him and Go flying out a window.
  • Vigilante Militia: A mob of New Yorkers are roaming the streets, seeking to detain or harm any stranded Triceraton soldiers left behind from the recent invasion of Earth. Naturally, they mistake Raphael for an alien and chase after him.
  • We Help the Helpless: The various members of the Justice Force are helping clean up the damage to the city.
  • Woobie of the Week: Mrs. Morrison is a blind widow about to lose her home, which naturally tugs at Raph's heartstrings. He ensures she doesn't have to move out.
  • Wonder Twin Powers: Mr. Touch and Mr. Go. When they make physical contact the former gains Super-Strength and the latter gains Super-Speed. It's temporary and they have to regularly "recharge" by touching again, a fact betrayed by their paired names if it doesn't become obvious from merely watching them.
