A man by the name of Carter finds the Turtles, having come to New York to learn under Master Splinter. Meanwhile, a new alien invader named Lord Dregg has come for the Earth's gold.

- Awesomeness by Analysis: Carter managed to locate the Turtle's lair by triangulating all of their public appearances through a computer. He also correctly assumes that the Turtles were taught ninjutsu by Hamato Yoshi by observing their fighting-styles.Carter: A real no-brainer.
- Call-Back: The episode begins with the turtles watching footage of their fight against Megavolt's ninja minions in "State of Shock".
- Expy: The Intimidators are based off of ED-209 from the RoboCop franchise; bidedal Killer Robots who, due to a programming error (in this case, being hacked from orbit by Lord Dregg), attacks unarmed civilians unprovoked. It even demands that their "hostile" targets surrender, fully intending on killing them anyway.
- Horde of Alien Locusts: Lord Dregg all-but states that he plans on conquering the Earth for its resources. The fact that his minions look like giant bugs is a bonus.
- Super Mode: After accidentally touching Donatello's lab-mutagen, Carter developes a mutant-form.
- Unstable Genetic Code: Here it's revealed that the mutagen that mutated the Turtles and Master Splinter is unstable.
- Wham Episode: We're introduced to a new member of the team (Carter), a new, more intimidating villain (Lord Dregg) and the Turtle's mutations are degenerating.
