The Shredder bands together a league of doom-bringing ne'er-do-wells who all have something against the Turtles in order to take them out once and for all.


Tropes:

  • Accidental Truth: After being locked up for the majority of the episode, Rocksteady and Bebop come to conclusion that Shredder is in trouble, rather than being that angry with them, and so bust out to "rescue" him. They end up providing Shredder and Krang just the getaway they need when the rogues Shredder enlisted turn against them due to the Turtles blowing up their payment.
  • The Bus Came Back: The Turtles human allies Casey and Zack come back to help them deal with the rogues.
  • Dude, Where's My Respect?: The Turtles become irate when the new Police Commissioner takes credit for New York's decline in criminal activity.
  • Hoist by His Own Petard: The Turtles use the very disentigrator device the villains intended to vaporize them with to destroy the treasure they had spent the whole episode digging up.
  • Kick the Dog:
    • When Chrome Dome decides to wreck the Stock Market to create economic upheavel, Antrax wants to destroy some nearby public art first simply because he hates art.
    • Slash and the Rat King attack a landmark pizzeria because the Turtles like pizza.
  • Pragmatic Villainy: As Antrax notes, with Captain Loghost's treasure, the villains were so rich that they didn't need to take over New York City by force, they could buy it outright.
  • Remember the New Guy?: Scumbug and Antrax only ever appear in this episode and we're supposed to take their word for it that they've fought the Turtles in a past adventure.
  • Shout-Out: The Turtles' allies using a press machine to incapacitate Chrome Dome brings to mind the end of The Terminator.
  • Space Pirate: Shredder and Krang's operation was to dig up the starship of the legendary Captain Loghost, who had plundered riches beyond imagination from every corner of the galaxy before his ship crashed on Earth 1,000 years before New York City was built.
  • The Other Darrin: Peter Renaday steps in to replace Jim Cummings as the voice of Leatherhead.
  • Villain Team-Up: The titular Rogues are an assembly of various villains the turtles have faced — Leatherhead, Tempestra, Scumbug, Chrome Dome, Antrax, The Rat King and Slash, all brought together under The Shredder — to take care of their Turtle problem.
  • You Have Failed Me: Shredder has Bebop and Rocksteady banished to the Technodrome's lower-levels for their constant failures.
