Shredder and Krang concoct a new plan to finally get the Technodrome out of Dimension X and back onto Earth. Meanwhile, Kazuo Saki, an Interpol agent and the younger brother of Shredder, is on the hunt for his brother to arrest him for his crimes.

- Big Brother Bully: Shredder is one to Kazuo Saki, he constantly mocks and belittles him during their fight and is even willing to let him die when the troublesome returns to Earth.
- By-the-Book Cop: Lt Kazuo Saki is this to the extreme as he chides one of his subordinates for a loose button on his uniform and even orders the turtles to obey the traffic laws during a high speed chase.
- Cop/Criminal Family: It's revealed that The Shredder's brother, Kazuo Saki, is a Lieutenant of the Tokyo Police, his life's mission being to apprehend his supervillain brother.
- Lawful Stupid: Kazuo seems to prioritize the Turtles following more basic laws — like stopping at a red light and driving the speed limit — even if it impedes their mutual goal of catching The Shredder.
- Oh, Crap!: Krang has this reaction after Donatello sends the Technodrome to the frozen north.'Krang: Oh, no! I hope we're not where I think we are!
- Reassigned to Antarctica: Our heroes were unable to stop Shredder from using the portal to send the Technodrome to Earth. However, Donatello was able to recalibrate the portal to change the Technodrome's destination to a place where it can't do any damage; right in the middle of the Arctic.
- Sibling Yin-Yang: Kazuo is a law-abiding cop while Shredder is a villainous criminal bent on world domination.
