There's a World's Greatest Superhero contest, the prize being a priceless jewel. Now the city is full of wannabe superheroes and a conspiracy to poison the water supply.


Tropes:

  • Batman Gambit. It turns out that the World's Greatest Superhero was deliberately done to cause mass confusion in New York so that no one would notice J. Gordon Hungerdunger poisoning the water with a mind-controlling agent.
  • Cattle Baron: J. Gordon Hungerdunger has a southern accent, dresses like a cowboy, is fabulously wealthy and corrupt enough to try and rig an election for Mayor of New York.
  • "Shaggy Dog" Story: Shredder actually gets the diamond for their heat-ray... except it was just a glass bottle and it explodes when they try using it.
  • Super Zeroes: With the number of people wanting to win the prize for World's Greatest Superhero, a lot of people are putting on costumes and doing some kind of service, but with limited success.
    • The first "hero" the Turtles encounter is Cheeseburger Man, some guy with a pair of goggles and burger-themed gadgets. To his credit, he actually manages to stop a purse-snatcher with finesse.
    • Vernon takes on the moniker of "Newsman", though his attempts at helping an old lady across the street doesn't work out because she didn't actually need his help. Then he tries to stop a Bank Robbery, only for him to leave because he's a Dirty Coward.
    • Shredder and Krang try to take advantage of this by sending Bebop and Rocksteady to play hero as "Rhino-Man and Mighty Hog".
  • Superhero Capital of the World: New York briefly turns into this, a contest for the World's Greatest Superhero attracting every vigilante and Heroic Wannabe to the city.
