In need of a mutant army to battle the turtles, Shredder requests more mutagen from Krang. Unfortunately, an ion storm in Dimension X results in the mutagen being sent into the swamps of Louisiana, where four frogs are mutated. Now the Ninja Turtles have to stop the Punk Frogs from stealing the materials The Shredder requires to create more mutagen.
Tropes
- Abusive Parent: Shredder is the closest thing the Punk Frogs have to a father, taking them in, naming them and training them in martial arts similarly to Splinter and the Turtles. The key difference is he doesn't actually give a crap about them and gaslights them into doing wicked things for him. When they realize the truth and attack him Saki has zero qualms about knocking them around.
- Cape Busters: The Anti-Turtle Squad are a mercenary group formed by the Mayor to hunt down the turtles when the Punk Frogs go on a crime spree and frame them for it.
- Dumbass Has a Point: Bebop is quick to point out that as impressed as Shredder is with the Punk Frogs, the Turtles are trained ninjas while the Frogs are green-horned at best. Even though the Shredder had trained them to fight, they have to rely entirely on the element of surprise and methods of escape because they are inexperienced in actual combat.
- Failed a Spot Check: Everyone believes that the new mutants attacking the city are the Turtles, despite the fact that said mutants are clearly frogs.
- Harmless Freezing: The Anti-Turtle Squad has a tank that fires an ice-ray that freezes the Punk Frogs instantly. When the Turtles thaw them out, they are no worse for wear.
- Holographic Disguise: The Shredder has a holographic projector that allows him to blend in as a civilian.
- Named After Somebody Famous: Much like how the Turtles are named after famous Renaissance Artists, the Frogs are named for Historical Rulers: Napoléon Bonaparte, Genghis Khan, Attila the Hun, and Grigori Rasputin (AKA Rasputin the Mad Monk). Shredder calls them his "personal heroes."
- Obliviously Evil: Newly formed, totally ignorant, the Punk Frogs had no clue Shredder was a Manipulative Bastard using them as a means to harm/kill legit heroic people. After learning the Turtles are innocent and everything they were told was a lie, they're quick to turn on Oroku Saki.
- The Psycho Rangers: Shredder clearly intended for the Punk Frogs to act as Evil Counterparts to the Turtles, Shredder himself playing the role of Master Splinter. They even hate pizza, though that's more of a personal preference.
