Peace has returned to the Earth, but not for long. A new character by the name of Usagi has appeared, and using hypnotism powers, has lodged herself a solid home among Usagi's own family. While Usagi and Mamoru ponder the strangeness of Chibi-Usa's appearance and desires, Rei Hino has a seperate issue to deal with: at her school's fair, there is a fortune teller who peddles tales of death. She is Koan, youngest of the Specter Sisters, servant of the Black Moon. It appears new villains have appeared on the scene... and these ones don't mess around.

- Deus ex Machina: The way the Cutie Moon Rod is born. Usagi and Mamoru seldom hug and touch their hands, then a new rod is born out of their "combined power" like they were even trying. Sailor Moon then proceeds to effortlessly kill Koan.
- Evolving Credits: This is the first episode to use the new Title Sequence, which includes Black Moon characters as opposed to Dark Kingdom.
- No-Sell: Mars' fire prison is impenetrable to any attack, even Mercury's Shine Aqua Illusion.
