A cover page mini-arc that follows the CP9 after their defeat. Blueno manages to save the group from the island's Buster Call, but they soon find that the are made scapegoats for their failure thanks to Spandam and defect from the Marines, while also trying to get Rob Lucci treated.

Main Summary

On the ruins of Enies Lobby, CP9 uses Blueno's Air Door to survive the Buster Call. Rob Lucci is in a coma from losing to Straw Hat Luffy. Several Marines and Government workers appear, searching for the CP9 on Spandam's orders. The CP9 use the Sea Train's tracks to walk from Enies Lobby to St. Poplar.

In St. Poplar, in order to pay for Rob Lucci's medical treatments, the CP9 perform many services; Kumadori does a street show, as do Blueno and Jabra. Kaku lets kids slide down his giraffe neck with Fukurou taking admission, and Kalifa uses her Soap-Soap powers to clean the town. They are able to raise the money to pay for a doctor. While awaiting Lucci's recovery, the agents go about the town.

Lucci is soon released from the hospital, and the CP9 go bowling. However, they hear a commotion; the Candy Pirates are attacking the town! The CP9 is able to easily defeat the pirates, but their (especially Lucci's) excessive brutality scares the townspeople. The agents decide to leave, but before taking the Candy Pirates' ship, they receive a flower of thanks from a girl.

The CP9 sail to their old training grounds, where the next generation of CP9 is being raised. Marine forces, led by Captain Very Good, arrive to arrest the CP9. The agents, not wanting their homeland disturbed, easily beat the Marines, and contact Spandam, who is still in intensive care after Nico Robin broke his back. Lucci warns his ex-superior that they will meet again. Spandam and his father Spandine plot to eliminate the CP9.

The CP9 take Berry Good's ship and leave their home. Before going, however, they plant the flower of thanks they received.


CP9's Independent Report has the following tropes:

  • All of the Other Reindeer: When CP9 defeat the marauding pirates in St. Poplar, Lucci takes it too far and crushes the pirate captain's face. The horrified citizens watching shun them, and they find themselves outcasts once more. However, it's not all bad, as a little girl runs to them handing Kalifa a flower, to show her gratitude for saving them.
  • Aw, Look! They Really Do Love Each Other: For all the bickering they did in Enies Lobby, the group reveal they really do care about each other here.
  • Big Damn Heroes: When pirates start causing havoc in St. Poplar, a recovered Rob Lucci arrives to beat the captain up, and the rest of CP9 get down to business.
  • Curb-Stomp Battle: Captain Berry Good once again manages to get easily trounced, this time by the CP9, once he attempts to capture them.
  • Heel–Face Turn: Seems losing to the Straw Hats really humbled them.
  • There Is No Kill Like Overkill: Rob Lucci when fighting against an attacking pirate group.
  • Turned Against Their Masters: Well really Spandam, but you can't blame them. Attacking their home island didn't help matters.
  • Tyke Bombs: It is revealed that all members were trained together from the young age to be Government assassins. Right now a new generation of CP9 is being trained.
  • True Companions: CP9 pull the stops to show they are this.
  • Villains Out Shopping: Invoked. They need to do various odd-jobs to pay for Lucci's medical bills, and once he recovers, they decide to celebrate the occasion by going bowling (Kalifa managed to get a strike...through the wall).
  • We Will Meet Again: Lucci lets Spandam know that CP9 haven't forgotten his betrayal and that they'll be paying him a visit. Spandam, who himself barely survived the Enies Lobby incident and is bedridden, is justifiably petrified.
