Marina makes a speech to the war-torn Azadistan where she urges her people not to fight one another. Shirin tells Marina that the UN has withdrawn after the Conservatives destroyed the solar antenna that they set up. The only way to save Azadistan now is to rescue Rasa.
Lockon tells Wang and Hong Long that he believes that a third party kidnapped Rasa to start a civil war. Setsuna investigates the area where the missile attack came from and finds Graham and Billy doing the same thing. Graham is instantly suspicious of Setsuna, but deliberately lets slip that the mobile suit that launched the missiles was stolen from the PMC Trust in Moralia. Setsuna correctly guesses that Ali is hiding Rasa at his old base and tells Lockon and Wang. Wang sends Hong Long with Lockon to make sure that Rasa escapes alive.
Setsuna arrives at Ali's base and fights his former mentor. Ali realizes who Setsuna is, but refuses to explain why he's trying to start a war or if he ever actually believed what he told Setsuna about God. Setsuna cuts off Ali's Enact's arm, forcing Ali to retreat. Meanwhile, Lockon uses a regular sniper rifle to take out the guards holding Rasa captive, while Hong Long uses his Battle Butler skills to free him.
Setsuna brings Exia to Azadistan's capital unarmed with the intent to return Rasa safely. Setsuna calmly advances toward the palace, even after Azadistan mobile suits open fire on him. Setsuna returns Rasa to Marina. Marina asks Setsuna if he was the one she met before. Setsuna tells her that Celestial Being will return if conflict breaks out again and that she should fight for the God that she believes in.
Rasa tells his supporters the truth about his kidnapping and urges them to work together with Marina to restore peace, but the civil unrest in Azadistan continues.
