On a rainy day, the Princess is celebrating the rain. She changes into her rain clothes and expresses her plan to play in the rain, despite the narrator's doubts. She goes downstairs, where the King and Queen notice that she's in her rain clothes, so she explains that she's going to play in the rain. She invites them to play too, but they don't want to because the Queen thinks it would be too cold, the Chef doesn't want to get his hat wet, and the King is apparently too busy.

In the hallway, the Prime Minister is oiling his trike and the Gardener is fixing his wheelbarrow. The Princess points out that gardeners usually like the rain, but the Gardener responds that his wellies are too small. She tries to reassure him by saying that the rain will make them grow and instead of correcting her, he redirects her to the Prime Minister. However, the Prime Minister declines because he doesn't want to get "puddles on [his] pedals". So the Princess and Scruff go into the laundry room and invite the General and Maid to play, but the General doesn't want to get Nessie wet and the Maid is too busy doing laundry.

The Princess sets out to play, bringing the pets with her, and invites the Admiral to play, but he goes inside. She starts jumping in a puddle with the pets. Meanwhile, in the living room, the Prime Minister is watching the rain and muttering to himself, the Gardener is reading the news, the Queen is eating chocolate, the Chef is just standing there, the King is taking a nap, the General is combing Nessie, and the Admiral is tying knots. The Maid comes in and offers help with laundry as something they could do, so the Prime Minister and General decide to play a game instead.

Outside, the Princess and pets continue to jump in puddles, but when the Princess lets Puss out of her arms, he runs in and falls asleep in front of the fireplace. The Queen, General, and Prime Minister start to play Snakes and Ladders, then the Princess laughs at them through the window and taunts, "It's raining, it's pouring, indoors is boring!". The adults, except the Maid, look outside and start to think it does indeed seem fun outside.

The Princess continues to play with Scruff outside, taking him for a ride on her trike, while the King joins in with the Snakes and Ladders game but cheats by going up a snake. The Princess's trike gets stuck in some mud, then she falls into it and Scruff runs away. She tries to keep playing, but gets bored and lonely without Scruff.

She wants to go back inside, but doesn't want to because she taunted the adults earlier. The narrator points out that everybody changes their mind, and while the Princess initially thinks she doesn't, she remembers a time when she changed her mind about feeding a cookie to Gilbert.

She goes inside and the Maid bathes her, then the Princess sings her song again, this time claiming that outside is boring. Meanwhile, the other adults and Scruff go outside to play in the rain, so when the Princess goes to play with them, they're not there. The Maid convinces the Princess to change her mind again, and so everybody plays out in the rain, even the Maid and Puss.

  • Accessory-Wearing Cartoon Animal: At the end, Puss wears a rain hat and floaties.
  • Covered in Mud: When the Princess falls into a mud puddle, she gets mud all over her face and raincoat.
  • Happy Dance: When we first see the Princess, she's dancing about with joy because it's raining.
  • Happy Rain: Zigzagged. The narrator doesn't like the rain at first, but the Princess does. However, the adults still don't want to play in the rain. She goes outside with the pets and initially has fun, but Puss doesn't. Then, the adults start to think playing in the rain seems fun... except for the Maid. Scruff then goes back inside, and then the Princess does too but it's not out of disregard for the rain; she's just bored without anyone to play with. Eventually, everybody has fun in the rain, even the Maid and Puss.
  • Nursery Rhyme: The Princess sings, "It's raining, it's pouring, indoors/outside is boring!".
  • Rain, Rain, Go Away: Zigzagged. At first, the narrator says, "Oh dear" about the weather and expects the Princess to be inside. Then, we see the Princess celebrating the rain and wanting to play in it. However, when she invites the adults to play, they all decline. She goes outside with the pets and initially has fun, but Puss doesn't. The adults then consider going outside in the rain, with the exception of the Maid. Scruff then goes inside, prompting the Princess to go inside too, but not because of the rain— she's just bored and lonely. Eventually, everybody has fun in the rain, even the Maid and Puss.
  • Slipping into Stink: The Princess falls face-first into a mud puddle at one point.
  • Speak in Unison: When the Princess invites the King, Queen, and Chef to play in the rain, they say, "Outside?!" all at once.
  • Urine Trouble: Defied. Scruff prepares to pee on the Prime Minister's tricycle, but the Prime Minister yells at him before he can do so.
