The death of three private school girls among other fatalities at a stash house massacre leads to an Afghan tribal leader who assisted the US Army during the War on Terror. Qaadar Khaleel was rewarded with money and weapons, and he used this to establish a cartel of his own to bring in heroin into the US and into Europe. With his partner's help, Fontana and Green gather the evidence needed. Khaleel is convicted of eight murder charges, even though the Army captain who had approached him tries to prevent this.
