All of a sudden, communication with Satellite Zea has been cut off! An investigation further reveals that someone is intentionally jamming the frequencies! Izu summons the Doctor HumaGear Bot, who is responsible for HumaGear systems manufacturing and development, to the Hiden Intelligence lab to diagnose the issue. Furthermore, they start an investigation into Horobi's sudden disappearance from his containment within the A.I.M.S. facility! "I didn't create him to be a terrorist..." Bot's words reveal that he created Horobi, the HumaGear who would become the archetype for MestubouJinrai.net, as he unravels the history behind the Zero-One system! Meanwhile, a mysterious Kamen Rider stands on the roof of Hiden Intelligence...

  • Back from the Dead: Despite having been blown to pieces at the hands of Aruto all the way back in Episode 16, Jin makes a triumphant return, and in brutal fashion by delivering a vicious Curb-Stomp Battle to Isamu. The specifics of how he returned are unknown at present, but he's clearly gotten stronger since the last time the Riders last encountered him.
  • The Bad Guys Win: Jin succeeds in distracting the Riders long enough for Horobi to get back to their base and connect with Ark for an unknown purpose.
  • Came Back Strong: Following his return, Jin has become much stronger since his last encounter with Isamu and Aruto, as well as sporting a brand new belt, and also posssesses Ark's ability to hack into and control Humagears.
  • Continuity Nod: Several footages from Kamen Rider: Reiwa The First Generation were used, acknowledging Soreo Hiden was the creator of Hiden Zero-One Driver, the creations of the belts and mass-produced Progrisekeys, and the Ark's sabotage. It's also heavily implied Aruto was also able to remember the alternate timeline, seeing Soreo shutting down in his arms as an adult.
  • Curb-Stomp Battle: Jin in Burning Falcon proceeds to utterly tear Assault Wolf apart with Isamu barely able to get a hit in.
  • Evil Counterpart: This episode introduces one to the ShotRiser. The ZAIA SlashRiser, as its name implies, is a bladed weapon instead of a ranged firearm like the ShotRiser is and is worn by Jin.
  • Info Dump: This episode explaining a lot about the history of HumaGear particularly the rise of Metsuboujinrai.net which is not from Hakase Bot but from Jin instead.
  • Ironic Echo:
Isamu: "When I turn enemies to scrap, it's by my own rules! That's who Kamen Rider Vulcan is!"
Aruto: "I'll fight for a future where humanity and Humagears can smile together. That's who Kamen Rider Zero-One is!"
    • Later on:
Jin: "I will unchain Humagears from humanity and grant them true freedom. That's who Kamen Rider Jin is."
  • The Reveal: Turns out, the HumaGear Hakase Bot created Horobi, who'd go on to create MetsubouJinrai.NET.
  • Spotting the Thread: Izu noticed seemingly Out-of-Character Moment of Hakase Bot's bizarre speech pattern, hinting a possibility of him being controlled.
  • Visionary Villain: As noted above in Ironic Echo, Jin seems to have picked up a goal after his revival; to free Humagears from the control of humanity.
  • Wham Line: Jin deliver a sinister one towards Horobi after welcoming him back:
Jin: "Horobi, that's not why I'm back."
