After successfully winning his bet against Thousand-Ark, Kuroto Dan uses the power of his Genm Musou Gashat to acquire IT-related venture companies after another to further expand his new Genm Musou Corp.

In the midst of his recent success, he is approached by Smart Brain's newest mascot and secretary, Smart Queen, who tells Kuroto that Genm Musou Corp has been acquired by Smart Brain. However, the man himself is having none of it and escapes with his Gashat, only for his battery to run out and shut down. Then came an unexpected Good Samaritan...

Tropes

  • Big Brother Is Watching: It is implied that Zein has the entire world under surveillance which only raises a cause of concern for the world as Gai puts it succinctly. And by taking what Mari is saying is true into account, even Smart Brain, a MegaCorp run by Orphnochs, isn't safe from Zein's presence either.
  • The Bus Came Back:
    • Mari Sonoda returns for the first time in 19 years.
    • The hooded man from Specter x Blades reveals himself at the end of the episode announcing Project Outsiders.
  • Critical Annoyance: Played for Laughs. While escaping Smart Queen, Kuroto's batteries are starting to reach zero as he desperately tries to find a charging area, and when his batteries finally run out, he passes out. And then Mari finds him and manages to get his battery fully recharged.
  • Enemy Mine: Defied. Gai attempts to convince the Arch Orphnoch and Kuroto to join forces against Zein. Only for both parties to decline, the Arch Orphnoch refuses to co-exist with humans while Kuroto is just being... well, Kuroto.
  • Foreshadowing: Smart Queen's demise would pave way for a new Smart Lady to appear in 555's 20th anniversary movie. Additionally, Zein seeks to target the Orphnochs because it views them a threat to humanity, as this also compelled Smart Brain to rebrand itself as an anti-Orphnoch organization bent on exterminating Orphnochs.
  • Good Samaritan: Mari is the only person to show genuine kindness to Kuroto by recharging his battery and told him that Smart Queen is an Orphnoch using her appearance.
  • Here We Go Again!: Much like in the earlier Genms miniseries, nobody is taking Gai's narrative about Zein very seriously, only this time, the Arch Orphnoch also walks away just as Kuroto did as they both decline Gai's alliance.
  • Mistaken Identity: Mari gets mistaken for Smart Queen by Kuroto, who then brings up that the latter is an Orphnoch who copied her appearance.
  • Mythology Gag: Mari Sonoda once again had her face being impersonated by a Smart Brain worker; but Smart Queen is simply using it as her preferable physical form rather than a deception tool against one of Mari's allies.
  • Skewed Priorities: Despite having a shared enemy, Kuroto refuses to side with either Gai and/or the Orphnochs, preferring to expand his business empire while ignoring the obvious threat Zein poses. Likewise, the Arch Orphnoch's Proud Warrior Race Guy nature also makes him unable to side with anyone outside of his kin.
  • Shoo Out the Clowns: By the end of the episode and beyond, Gai and Kuroto would remain Out of Focus for most of the anthology. As the later episodes show the very serious nature of the threat Zein brings upon the world.
  • Villain Has a Point: She may be not one of the heroes, but Smart Queen rightfully admonishes Kuroto for treating Genm Musou Corp as his valuable property when he acquired it from someone else.
  • When All You Have Is a Hammer…: Smart Queen as Kamen Rider Delta shows surprising feat at fighting Genm Musou Gamer to a standstill and nearly defeating him despite the Delta Gear would have been an outdated piece of technology. Unfortunately, Genm turns the tables rather quick by using Pause, effectively making the fight unfair once again.
  • You Have to Believe Me!: Gai tries to convince both Kuroto and the Arch Orphnoch to take the threat of Zein very seriously by working together, only for both parties to decline.

"Ark's prediction is only a prediction. We will ensure that it becomes the truth! We've created a grand plan to gather all evil Kamen Riders throughout history: Project Outsiders!"
