Keiwa: "A world where all the victims of the DGP are brought back to life."
That was all I ever wanted, and I strove to achieve that world, no matter the cost.
To that end... I helped turn Tsumuri into a Goddess of Creation.

Keiwa's wish has finally been granted, but the world that was created from it was not what he expected. A new organization named the Gang Riders has emerged and is on a rampage, leaving chaos and destruction in its wake. Making things worse is Beroba hosting a new game of "Apocalypse", with Tsumuri still being held captive by Zitt.

As the three male Riders try to figure out what's going on, Neon and Kousei find themselves in the middle of a new crisis involving a ghost from their past...

Tropes

  • Ain't Too Proud to Beg: Kousei begs Ace to turn him into a Kamen Rider, even prostrating himself dogeza-style for that purpose.
  • All for Nothing:
    • Keiwa's wish is partially fueled by his desire to revive Sara and his parents. His lack of foresight on how his wish would turn out has them being killed off again as they are caught in the middle of a global crime spree.
    • Keiwa's wish effectively undoes Daichi's work in the past few episodes, with the memories he stole from others are now gone from his own.
  • Back for the Dead: Keiwa's entire family got killed again by a rampaging Kamen Rider Turbon right after his wish was granted.
  • Back-to-Back Badasses: Ace and Michinaga pose back to back while transforming to fight a bunch of Gang Riders.
  • Be Careful What You Wish For: Tsumuri granted Keiwa's wish of reviving every casualty of past DGP rounds... including those who were irredeemable criminals. This results in a global crime spree, a far cry from the peaceful world he was hoping for.
  • Big Damn Heroes:
    • Neon saves her father Kousei from Turbon using a fire extinguisher, allowing the both of them to escape.
    • Geats steps in to prevent Premium Kekera from intervening in the fight between Gya-Go on one side and Premium Beroba and Brali on the other, given that Gya-Go's already overwhelmed with the two of them.
  • But for Me, It Was Tuesday: Asari's response to Keiwa confronting him for killing his family.
    "And who're they? Can't say I remember."
  • Cliffhanger: The episode ends with Kousei still in the middle of his fight.
  • Defiant Captive: Neon spends her entire time as Beroba's captive either snarking at her or sitting in dignified silence refusing to give her the pleasure of seeing Neon break down again like she did when Beroba first exposed her.
  • Didn't Think This Through: While making his wish, Keiwa failed to consider that not every person who died back then was benevolent or selfless. It's implied, however, that Zitt had a hand in making sure that Keiwa's wish wouldn't go the way he wanted it to go.
  • History Repeats: Neon gets kidnapped again and held in the exact same place.
  • Hope Crusher: Zitt is known as the Game Master of Bad Endings, meaning if he was called to supervise, expect that DGP would have a Downer Ending and everybody loses.
  • Hope Spot: Keiwa answers a phone call from Sara, looking relieved that he's got her back... then it turns out she and their parents got caught up in an explosion, killing them and putting Keiwa back to square one.
  • Internal Reveal: Neon has learned how Mitsume's power works, namely in how her creation robs other people's happiness, vowing to protect at least as much happiness that was taken for that.
  • Jerkass Has a Point: While not said out loud, this episode shows that while Michinaga had been a bit extreme, a lot of the Riders he took down were genuinely Asshole Victims.
  • Jerkass Realization: Both Kousei and Irumi realize just how much their treatment of Neon hurt her after receiving the ransom letter. This leads Kousei to approach Ace to seek a way to save his daughter.
  • Kneel Before Zod: The Gang Riders are shown kneeling before Keiwa after he ousts Asari.
  • Laser-Guided Amnesia: While Daichi still has his own memories, the memories he stole from others in the last few episodes like Sara's are completely gone due to Keiwa's wish.
  • Laser-Guided Karma: Keiwa's betrayal of Ace and Tsumuri's trust and helping Zitt hijack the DGP by turning Tsumuri into a Goddess resulted in his wish backfiring horribly, resulting in his whole family dying again moments after the wish he used Tsumuri for backfired. However, he was able to quickly get his revenge on the man who got them killed through a Single-Stroke Battle and taking over his gang.
  • Literal Genie: All of the victims of the DGP did get resurrected, meaning all of the unsavory ones get revived as well. Not to mention, Keiwa forgot to state in the wish that they they would forget all about DGP AND any contestants Riders will get De-powered.
  • Meaningless Villain Victory: While Keiwa does get his wish granted after pulling a Faceā€“Heel Turn, he doesn't actually get to enjoy the intended benefit with his family being killed by the revived criminal Riders.
  • My Greatest Second Chance: After breaking down due to Neon getting kidnapped by the very man who kidnapped and killed Akari eleven years before, Kousei realizes it's not too late for him to save the day, which he does by joining the DGP as Kamen Rider Gya-Go.
  • The Reveal: Kazuo Numabukuro/Kamen Rider Brali was Akari's kidnapper and killer.
  • Save the Jerk: Despite his neglect, Neon still saves Kousei from Turbon.
  • Screw This, I'm Outta Here: Asari/Turbon immediately flees the scene upon recognizing Geats, with the other gangsters following suit.
  • Single-Stroke Battle: Tycoon does this against Turbon, defeating him instantly.
  • Surprisingly Realistic Outcome: Even though Kousei got a fairly powerful Fantasy Buckle from Ace, he is just a newcomer Rider without any battle experience. Brali was still able to score some hits against Kousei while Beroba curbstomps him immediately when she entered the battle. The fight would also be over if not for Ace stopping Kekera taking a potshot against him.
  • Sympathy for the Devil: Win expresses his pity towards Keiwa who sunk so low with Zitt pulling his strings that the only thing he could do was double down with misdeeds to make things right.
  • We Are Experiencing Technical Difficulties: The opening scene has a reporter's broadcast get interrupted.
  • You Kill It, You Bought It: After Tycoon disposes of Turbon, Kekera steps in and declares that whoever beats the head of the gang gets to lead it, leading to Keiwa leading a group of Gang Riders on his own.
