A scientist who works for the Hunger Games by the name of Dave (not to be confused with Dave The Assassin) experiments with some literal Nightmare Fuel, which escapes and causes a bunch of horrific mayhem in the arena as it gets stronger by absorbing more nightmare fuel. Then, Black Viper does a ritual that uses the magic of Grogar's body as a sacrifice, sparking the catalyst that made the monster, now known as Valecor, to have a standard physical form. As a result of all this, plans have been made for a maximum security prison built to house those with powers.
During that time, it's been mentioned that a cult by the name of the Gospel of Alchemy, Science, and Knowledge (GASK) was responsible for the games in the first place with an interdimensional portal they opened purely for the science of it. It's also been revealed that they were working on a project to make a physical personification of the Hunger Games themselves.

Valecor begins recruiting tributes to his cause. He successfully recruits Cell, Bill Cipher, Scooter, Jason Voorhees, the Dark Lord, and Sombra.

Dave the Assassin enters the game with a plan to stop Valecor, having a Replica of himself made as a body double while a tape that contains something to use against Valecor (at first sight) is made. This is foiled when Valecor's allies have the tapes switched with a gag one. President Snow, who entered as a tribute himself to both teach others a lesson and to possibly find leads on GASK and Valecor, unknowingly is the one to give Valecor the gag tape he was given by the Dave replica, and Valecor uses that opportunity to manipulate Snow into not trusting the nominators. Snow ends up winning the season.
During all of this, Valecor stays at his lair while having shadow clones that split off from him be the ones that investigate the arena, knowing that a plot was against him. After obtaining the real tape after the tape switch and being told it's the weapon against him, he infiltrates the Hunger Games Database Library to find info on GASK, hoping GASK would help him take care of the weapon.

Valecor recruits E.V.I.L. to his ranks. Later, the leader of GASK, who goes by Mr. X, personally visits Valecor as Valecor was out looking for GASK, saying he was waiting for something like Valecor since the first season, hinting he's from another universe by saying "for 291 seasons." Valecor follows him through a portal to the dimension the GASK base is in. Meanwhile, a large group tribute of various villains called the Legion of Doom is nominated, and Bill Cipher joins them to try to convince them to join Valecor. Then the legion gets much of their members killed by the Arena Force Field thanks to a gravity warp, and it's only thanks to Valecor and Mr. X's intervention that any of them survived. They form an alliance with Valecor, who resurrects King K. Rool for them.
Then they enter the GASK base. There, they learn that the Hunger Games personification has been finally made and that they're doing tests on her. They also learn that GASK is indeed from a parallel universe and that they survived the destruction of everything in OG!HGS Season 250 due the "everything" that was nominated being so full of contradictions that things actually survived due to the paradox, enabling GASK to escape into this universe. They've been experimenting with beings made of nightmares, which they call Exterrerians, since Season 1, causing tributes nightmares. However, they all turned against GASK as the creatures weren't intelligent enough, so they gave up and went on to other projects. With Valecor and Nightmare being the first of such things they've seen that are smart enough to properly form an alliance with them, they ask Valecor what his plans are. Valecor reveals that his plan is a world in which the villains can do whoever they want without heroes to stop them, saying that some heroes would be kept around for entertainment for the villains. Agreeing with that plan as long as it doesn't interfere with GASK's own, Mr. X solidifies GASK's alliance with Valecor. Valecor hands over the tape that was to be used against him to GASK, saying that he wants to to run some tests with it using a new Exterrerian to see what it does.
Upon the villains returning to Valecor's base, Hexxus shows up and joins their group. After reviving both E.V.I.L. and Malware, the group starts plotting on what new members to add for the new tributes in the coming season. After telling E.V.I.L. to find some music to give the base some atmosphere, he literally explodes at them for not messing with a nominator, Detective Gamechanger, when they found his residence and just stole his CDs and left. Valecor then says they'll attack said nominator the coming morning.
Meanwhile, another nominator, a Zoroark named Scipion, is currently forming a plan against Valecor.

Valecor cancels the plans to attack GC due to the season starting before he could do so. He assigns Bill to recruit Infinite after seeing the latter kill Unfortunate Zorua, one of the nominators. While not at full power, Valecor keeps one of the Infinity Gauntlets that are given to the tributes by the sponsors and uses it to destroy the Shadow Queen after she takes over Hell. He also begins upgrading the lair.
The Legion of Doom revives and recruits the Shadow Queen (and take over the Mario Universe while at it) along with Freddy Krueger, while Grogar's Legion corrupts Celestia into Daybreaker with the Rainbow of Darkness after her stint in the Games. The latter's members including Daybreaker then secretly plot to overthrow Grogar himself, while Tom and Janna escape the lair with Zim's assistance.
Scipion, angry at his tributes, Cell and Infinite, betraying him, receives Valecor's essence from Risotto Nero and a bottle of Nightmare Fuel from Elizabeth Bartley. He trains himself and prepares to drink them in order to power up and tear Valecor apart.
Back at the Library, TRP-6001 returns from her time traveling to Reboot Season 13, having gathered data for the Hunger Games Database. She keeps her time machine and memories of the Original Timeline a secret, lest someone exploits her knowledge about the past.
Zorua, after being revived, plans to team up with Valecor after hearing about Bill's alliance with him and gathers intel with their robot assistant, N0V-4. Infinity Ryujin also plans to build his own army of Elder Dragons, Dave tries to get the help of Discord to save Celestia, while Mark Hassel takes care of Ribeyrolles after her Arena outing.
In the Faraway World, five hooded figures watch all these events with intrigue, concerned about Valecor's plans to take over various worlds.

Valecor assigns a clone disguised as GC to return Cell and Infinite to Scipion, who pretend to be prisoners to infiltrate his base. However, Scipion senses the clone with his new nightmare powers and kills it. Bill then catches Scipion in the act and shoots a stink bomb at him as a distraction, then takes the Zoroark's tributes back to Valecor's lair.
Dracula is recruited into the Legion to help him get revenge on humanity, but Valecor postpones it until Scipion's powers are gone, seeing him as a threat. Sir Pentious and 2012!Pythor are also hired as a reward for their performances in the season. Valecor also sees SCP-682 as a potential ally, then goes to GASK to retrieve the file video of Scipion destroying the Original Timeline. The nominator, meanwhile, invades Cell's dream and tries convincing him to return to him by questioning the Legion's loyalty to Valecor.
In a mysterious tower near Scipion's lair, several tributes of his whom he kept out of appreciation form the Guard to discuss on how to weaken both him and Valecor before a fight between them causes the destruction of the Reboot Timeline. GLaDOS, Ridley, Volvagia, Cloud of Darkness, Eris, and Zira side with Valecor; while Cetrion, Pharynxnote , Risotto, Lemmy Koopa, Ryuga, Medusa, and Giegue side with Scipion. The two groups both keep them in check.
Back in Valecor's lair, Thanos catches wind that Tom and Janna had escaped to Xandar and has the Black Order capture them and find the Infinity Stones. Frieza makes a wish with the Dragon Balls to restore Metal Sonic back to his original body, and the two team up and wage war between the Black Order and Dave's fleet. Frieza then returns to Valecor's lair to kill Cell out of spite while Ridley finishes Metal Sonic off. After the war, Scipion arrives at Xandar to eat the souls of the inhabitants, growing more destructive as he does so. He then chases Tom and Janna to Asgard, where the latter two escape to to heal.
While the lair is being upgraded, Bill reveals Valecor's master plans: to conquer multiple versions of the same territory and divide them among the Legion, in order to avoid its individual plans from coming into conflict with each other. Valecor also plans to let the Omnicidal Maniacs destroy any universe or enemy that they don't want in their villain utopia.
Meanwhile, GC plans to throw some parties for the nominators: one after Season 44, one before the Nominator Games, and one right after it. He then enters the Arena as a tribute in celebration of the 3rd OT Anniversary. Tabby also prepares for the Nominator Games, Infinity goes Elder Dragon hunting with his assistant, Ras, while Mett starts building his own tribute army.

Valecor finds Timewrecker's diary and reveals that in other timelines, Timewrecker killed the Nominators and their loved ones, including one where their strongest versions allegedly were. He also reveals that Timewrecker is older than he looks due to the effects of time dilation due to him and his crew use of time powers.
??? sends a Starble to Ichi's bunker, impersonating Bale while he's at it. Billy's Clone decides to adopt it and name him Arcturus.
Power tries cheering up the bunker residents by throwing a Halloween party, even dressing up as Ralsei, but 6k1 nominates him for the next season so he can protect Kris during Villain Month, much to her chagrin.
While waiting in the Arena for the Season to start Timewrecker begins his attacks against 6K1 by blowing up Ally from afar, destroying the backup bodies as well, much to 6K1's dismay.
Dark Billy assaults and succesfully destroys the two Morths, while Elliot Sigma manages to escape.
Medusa approaches the Legion of Doom's High Commands. Wanting to become one of their members.

As the nominator group battle against hordes of eldritch tributes and more, they're forced to escape as it suddenly collapses upon itself. Xiamos and the main Valecor mysteriously disappear, while Detective Gamechanger is killed in action.
Meanwhile, karma catches up to Timewrecker. Genesis, the mysterious Entity of Life and Creation and Terminus' counterpart, with the help of several chosen nominators (as well as Dark Dave, who managed to escape the Voidlands), successfully manage to goad him and his forces into trapping themselves in a Ring of Time, splintered from a Corridor of Time situation beyond known time and space, putting them in an endless death loop for eternity, with nothing ever able to save them or them able to escape since the Ring's two-way seal is powered by Timewrecker's Hourai Elixir-induced immortality forced upon him by Genesis.
The nominator group eventually go their separate ways to take a rest after all the commotion and chaos.
In the meantime, Medusa joins the ranks of the Legion of Doom and she and Black Hat partake in the conquest of the planet.

The Legion of Doom decides to start organizing themselves that Valecor has died. In the meantime, Dark Billy, Dark Eldraseen, and Dark Tabby decide to prepare their last stand against their light counterparts and their allies, doing so by transforming into their One-Winged Angel forms. Likewise, the light nominators decide to confront their dark counterparts.
As for Panem, after President Snow's death in the season, Billy secretly triggers a rebellion by President Coin with Katniss and Peeta helping her against President Snow. Coin is quickly executed by Katniss and Peeta, and Commander Paylor is elected as the new president. The latter announces that she will abolish the Games in favor of a simulation of it.
Meanwhile, 6k1 goes to the Kingdom Hearts Universe with Dave for her training.
