A dead body found in a swimming pool has Bayliss and Pembleton crossing swords with (possibly) the National Security Administration in the form of Richard Laumer (Terry Kinney), a cartographer who claims the dead man was his father. Kellerman finds out about the "Lunch Bandit", who steals his food from the unit refrigerator, but his attempt to set a trap for them goes awry. Munch finds out he got a hot VCR from Kellerman.

This episode contains examples of:

  • Discretion Shot: We don't get to see Brodie get hit by the dye bomb - either because it would be too dangerous, expensive, or messy, or because it's funnier that way.
  • Disproportionate Retribution: Played for Laughs - when Giardello gives Kellerman his okay to investigate the "Lunch Bandit", he promises to stage a public execution of him. Kellerman will settle for ripping his heart out.
  • Foreshadowing: We don't find out the identity of the "Lunch Bandit" until the following season.
  • I'm a Doctor, Not a Placeholder: The trainer of Edward Clifford, the dead man found in the pool, tells Bayliss and Pembleton at the beginning, "I'm (Mr. Clifford's) trainer, not a doctor."
  • "Not So Different" Remark: Played for Laughs - when Brodie complains to Munch about the fact they've had a non-conversation about a VCR that doesn't exist, and that he's seeing a conspiracy here, Munch tells him as scary as it sounds, he thinks he and Brodie really understand each other. Brodie doesn't know what to make of this.
  • Screw the Rules, I Have Connections!: Giardello hopes to invoke this, in defiance of Gaffney's orders, by asking Russert to use her old intelligence contacts to find out about Laumer and Felicity Fenwick (Liz Noone), the one who's warning Bayliss and Pembleton off the case. Russert's contacts have dried up, but the result is someone comes in to confess to Clifford's murder.
  • Who Watches the Watchmen?: Giardello invokes this when he's asking Russert to investigate Fenwick (see Screw the Rules, I Have Connections! above) - "Who watches the watchers?"
