Butch reveals that the Galavans have freed him from his brainwashing to obey Penguin, and Tabitha kills Penguin's mother. Galavan is elected mayor and sets the GCPD on the Penguin. Penguin makes an attempt on Galavan's life and Gordon discovers Galavan isn't the man he claims to be.


  • Bitch in Sheep's Clothing: Silver is revealed to be far from innocent and is a willing participant in Theo's plans.
  • The Bus Came Back: Harvey Dent returns after last appearing the previous season.
  • Died in Your Arms Tonight: Mrs. Cobblepot dies in her son's arms.
  • Dragon Ascendant: After Galavan breaks Penguin's hold over Butch Gilzean, he hands Penguin over to Galavan and briefly becomes Gotham's newest crime boss
  • Even Evil Has Standards: Despite hating Penguin, Butch is as horrified as anyone when the Galavans kill his mother, stating that he didn't think they'd go through with it.
  • Exact Words: Penguin tells Butch to "Shoot both of them!" (referring to the Galavans). Butch shoots the other two mooks who accompanied Penguin.
  • Final Speech: Penguin's mother takes an awfully long time to die after being stabbed in the back.
  • Great Detective: Gordon is seemingly the only one to have noticed how convenient it is that the recent string of catastrophes have worked to catapult Theo into the public eye.
  • His Name Is...: Tabitha snipes Penguin just before he can tell Gordon and Bullock about the Galavans' plans for Bruce. He doesn't die, but he is forced to flee before he can say anything else.
  • Idiot Ball: While it was pretty stupid of Silver to immediately let Selina know her Nice Girl persona is fake, Selina obligingly turns it into a victory by insulting her and forcing Bruce to choose who to support, even though she has absolutely nothing to present to make him believe her.
  • Imperial Stormtrooper Marksmanship Academy: Despite Tabitha being a good shot, she fails to shoot Penguin at point blank range despite him running in a straight line to a window with a limp. During a Mexican Standoff between Gordon, Bullock, and Penguin, she finally shoots Penguin but only hits his shoulder.
  • In Harm's Way: Nygma realizes he gets a rush out of almost being caught and getting away with it, which conveniently provides an explanation of why the future Riddler would be obsessed with leaving clues to his crimes.
  • Internal Reveal: Jim and Bullock learn (most of the) truth about Galavan.
  • Kick the Dog: During a press conference, Galavan calls Penguin a man "not even a mother could love".
  • Me's a Crowd: Invoked, as Penguin has the small army of Mooks attacking Theo's inauguration party all dress up and limp like him, in order to keep anyone from identifying and targeting him.
  • Mexican Standoff: At the climax, Gordon and Bullock hold Penguin at gunpoint while he's aiming a shotgun at Galavan, who's hiding behind Jim.
  • Mythology Gag:
    • Nygma's split personality leaves Riddler-like clues to finding Miss Kringle's body marked with the trademark question mark.
    • It's hard to tell given the poor lighting, but the suit Evil-Ed is wearing is green.
      • Take an even closer look—he's sporting a question-mark tie pin.
    • Penguin's Penguin Army returns.
  • Oh, Crap!: Galavan has this reaction when Gordon reveals that he knows what he did to become mayor.
  • "The Reason You Suck" Speech: Penguin taunts Galavan to goad him into trying to kill him personally.
    Penguin: No wonder your family was run out of town. You come from a line of cowards.
  • Roaring Rampage of Revenge: Penguin, naturally, invokes this after his mother's death, twice coming close to pulling it off against Galavan.
  • Screw This, I'm Outta Here: When Zsasz shows up to claim Butch for Penguin, his new crew abandon him.
  • Soundtrack Dissonance: 'To The Bone' while Nygma was looking for Kringle's dead body and when he was about to cut it up.
  • Split Personality: Nygma's suave, confident side has emerged as a full-fledged personality who takes over Eddie's body to dispose of Miss Kringle's body and leave him clues to find the body before someone else does.
  • Talking to Themself: Nygma spends a lot of time in conversation with himself.
  • Troll: Lee intentionally goes out of her way to make Jim squirm by bringing up their relationship in front of people.
  • Villain Ball:
    • Galavan does this twice. When he decides to kill Penguin himself, instead of shooting him on the spot he gives him an Any Last Words? moment which allows Penguin to slash his throat and escape. And if Galavan had not killed Penguin's mother, it wouldn't have driven Penguin into the Roaring Rampage of Revenge that led to Gordon and Bullock discovering Galavan's past actions.
    • It seems to run in the family, as Silver drops her Nice Girl act the second she's alone with Selina and proceeds to threaten her. If she had kept up the pretense, she would've had a far easier time getting rid of her.
    • Tabitha too. Her shooting one of the Penguin lookalikes dead lets Jim know that Galavan has his own sniper on the roof.
  • Wounded Gazelle Gambit: Variation. Galavan is telling the truth when he says that Penguin tried to kill him, but he's lying his ass off as to the circumstances under which it happened.
  • Villain: Exit, Stage Left: Butch Gilzean is able to escape from both Detectives Jim Gordon, Harvey Bullock, and the mob of assassins Penguin sent to kill him. He has to make a Life-or-Limb Decision to escape, because Jim Gordon handcuffed him to a radiator, but fortunately he only loses the prosthetic hand he was wearing to replace the one Penguin had chopped off.
